Operating on an accrual basis with comprehensive chart-of-accounts segmentation for each donor project, our financial administration enforces complete segregation of duties between procurement, verification, and disbursement.

Tier 1: Field Requisition & Verification Program Officers draft itemized budget requisitions against approved project line items with market comparative statements.
Tier 2: Finance & Internal Audit Review The Head of Finance & Internal Auditor cross-checks tax (VAT/AIT) deductions, challans, and donor budget ceilings.
Tier 3: Executive Director Authorization Executive Director reviews and sanctions vouchers, ensuring programmatic alignment and value-for-money.
Tier 4: Dual-Signatory Bank Disbursements All checks and electronic bank transfers require dual mandatory signatures from the Treasurer and Executive Director.
